Could NYC turn Its co-located charters into compacts?

My piece in Hechinger Report. The odds don’t favor it. Hard to say where you would find the most resistance, from the charters or the district. Maybe the former. There’s a long list of reasons why Denver-style compacts are unlikely to happen in NYC.

On the other side of the ledger, there’s just one reason why it needs to happen: Without that, Carmen Farina will probably never make her goal of turning the city’s schools in the country’s best urban district. So why not start taking the baby steps needed to move in that direction?
